WHILE WE CANNOT COMMENT ON SPECIFIC PERSONNEL MATTERS, I CAN COMMENT ON THE PROCESS WHEN THERE IS AN INVESTIGATION REGARDING A STAFF MEMBER THAT REQUIRES A PERSON TO BE PLACED ON, PLACED ON ADMINISTRATIVE LEAVE, THAT PERSON IS PAID WHILE THEY ARE OUT.
WHEN SOMEONE GOES ON ADMINISTRATIVE LEAVE, THEY ARE PAID WHILE THEY ARE OUT.
THEY ARE NOT MADE BY THE SCHOOL DIVISION.
WHEN A CHARGE IS MADE, WE MUST WAIT TO SEE WHAT THE CHARGE IS TO DETERMINE IF THAT PERSON IS ALLOWED BY LAW TO RETURN TO WORK, AND IF SO, IF THERE ARE CONDITIONS PUT ON THEIR ABILITY TO RETURN TO WORK.
FOR EXAMPLE, IF A PERSON IS CHARGED WITH ASSAULT AND BATTERY, WE MUST WAIT TO SEE WHAT CONDITIONS MAY HAVE BEEN PLACED ON THEM BEFORE WE CAN EVEN CONSIDER THEIR POSSIBLE RETURN.

YOU KNOW, ONE OF THE THINGS THAT WE'RE DOING ACTUALLY THIS WEEK AND NEXT WEEK, WE'RE HAVING OUR HONOR ROLL AND EXCELLENCE ATTENDANCE CELEBRATIONS, YOU KNOW, WE'VE BEEN IMPLEMENTING OUR ALL IN TUTORING ALREADY, WHERE WE'VE REDONE HOW OUR FIFTH PERIOD WORKS SO THAT OUR STUDENTS ARE GETTING THE TUTORING AND THEN OUR CLASSROOM EXPERIENCES.

AND SO WHEN WE USE THE TERM SCIENCE OF READING, WHAT WE'RE REFERRING TO IS A VAST INNER INTERDISCIPLINARY BODY OF RESEARCH THAT SPANS OVER FIVE DECADES, AND IT INFORMS US ABOUT HOW PROFICIENT READERS AND WRITERS ARE DEVELOPED.
THERE ARE FIVE COMPONENTS TO THE SCIENCE OF READING THAT EMERGED FROM THE RESEARCH.
AND THE RESEARCH IS SHOWING US THAT WE NEED TO BE MORE EXPLICIT AND SYSTEMATIC IN THE WAY THAT WE ORDER AND DEVELOP OUR STUDENTS INTO BETTER READERS. SO THE PURPOSE OF THE LEGISLATION IS TO ADDRESS THE CURRENT LITERACY TRENDS AS WELL AS LEARNING LOSS.
THAT WAS A RESULT OF THE PANDEMIC.
AND WE KNOW IN ORDER TO REVERSE THE TRENDS, WE HAVE TO INCREASE THE SUPPORT THAT WE PROVIDE FOR OUR MOST VULNERABLE READERS BY PROVIDING OUR TEACHERS WITH EVIDENCE BASED STRATEGIES AND CURRICULUM.
AND OUR GOAL HERE IS THAT OUR STUDENTS K THROUGH FIVE READ AT BENCHMARK.
SO THERE ARE SOME KEY COMPONENTS TO THE VIRGINIA LITERACY ACT THAT THE GOVERNOR SIGNED INTO LAW.
IT ALSO REQUIRES ALL SCHOOL DIVISIONS TO HAVE A RATIO OF 1 TO 550IN STUDENTS K THROUGH FIVE.
A READING SPECIALIST AND ONE READING SPECIALIST FOR GRADES SIX THROUGH EIGHT.

STATEWIDE PROFESSIONAL DEVELOPMENT HAS ALREADY STARTED TO OCCUR.
THEY HAVE HAD A TWO DAY TRAINING FOR READING SPECIALISTS FOR THE DIVISION.
WE WERE ALLOWED TO SEND SEVEN AND THEY ARE CURRENTLY SCHEDULING MORE FOR ADDITIONAL READING SPECIALIST AND ALSO FOR ADMINISTRATORS AND DIVISION WIDE STAFF.
THIS IS THE VALUE PACKAGE THAT'S ALSO BEEN PUT OUT BY THE UNIVERSITY OF VIRGINIA.
IT STANDS FOR THE VIRGINIA ASSESSMENT FOR LITERACY, UPDATED AND EXPANDED.

THEN, IN ONE TIME, FUNDING FOR THE ALL IN FLEXIBLE SPENDING PLAN, IF NOT ALL, IS SPENT.
OF THIS 2,482,676, THE FUNDING IS REQUIRED BY VIRGINIA CODE TO BE RE APPROPRIATED TO THE SCHOOL DIVISION IN FISCAL YEAR 25.
SO THAT WE MAY RECEIVE THE FUNDING FOR THE COMPENSATION SUPPLEMENT.

SO WE PLAN TO USE THE FUNDING FOR AN ADDITIONAL 2% TO SUPPORT STAFF.
EFFECTIVE JANUARY 1ST OF 2024.
AND THIS ACHIEVES THE 12% OVER THE TWO YEAR PERIOD, AS RECALLED, YOU KNOW, AS WE.
AS REQUIRED BY THE BUDGET CODE.
SO DURING THE SUMMER, AS I MENTIONED, THE JAY LARK STUDY WAS PUBLISHED THAT REMINDED LAWMAKERS THAT DURING THE RECESSION BEGINNING IN 2009, FUNDING WAS CUT FOR MANY OF THE SUPPORT STAFF POSITIONS THAT FELL UNDER THE STANDARDS OF QUALITY, AND THOSE POSITIONS ARE CRUCIAL FOR THE EFFECTIVE OPERATION OF SCHOOL DIVISIONS.
THIS PROVIDED FUNDING FOR 24 OF OUR CURRENT POSITIONS.
THEREFORE, IT COVERS 144 OF THOSE POSITIONS WHERE BEFORE IT COVERED 120 OF THOSE POSITIONS.
SO THIS IS OUR PROPOSED SOLUTION TO USE ON THE ONGOING STATE FUNDING.
AND AS YOU'RE AWARE, IN ORDER TO BE ABLE TO PROVIDE THE 5% INCREASE FOR ALL STAFF IN FISCAL 24 DURING THE BUDGET DEVELOPMENT, WE NEEDED TO BORROW FUNDING FROM THE COUNTY CIP THAT COVERS THE COST OF THE FOUR BUSSES ON OUR BUS REPLACEMENT SCHEDULE, WITH THE PROMISE TO REPAY THE FUND WHEN THE STATE FINALIZED ITS BUDGET. SO ALSO DURING THE FISCAL YEAR 24 BUDGET PREPARATION, WE USED MORE THAN 700,000 OF THE CONTINGENCY LINE TO COVER THE 5% SALARY INCREASE. BUT IN FISCAL 23, WE USED FUNDING FROM THAT LINE TO COVER FUEL, HEATING AND ELECTRICAL BILLS THAT WERE EXTRAORDINARILY HIGHER THAN EXPECTED, JUST AS MANY OF US HAVE AT HOME AND IN OUR BUSINESSES.
SO ALSO, AFTER WE SUBMITTED OUR BUDGET TO THE BOARD OF SUPERVISORS, OUR BUDGET WAS APPROVED ON A CATEGORICAL APPROPRIATION, WHICH MEANT THAT WE WOULD NOT HAVE THE ABILITY OR FLEXIBILITY TO BE ABLE TO MOVE FUNDING WHERE WE MIGHT NEED IT WITHOUT RECEIVING APPROVAL FROM THE BOARD OF SUPERVISORS.
SO IN ORDER TO PROVIDE THE SALARY INCREASE AND TO COVER OUR UTILITIES, WHICH THESE ARE THINGS THAT MUST BE COVERED AND PAID, WE TOOK FUNDING FROM OUR SUPPLY LINES AND OUR SERVICE LINES TO COVER THOSE AREAS.
AND THEN THIS IS THE COST OF THE 2% INCREASE FOR THE SUPPORT STAFF, EFFECTIVE JANUARY 1ST.
SO DR. MARTIN WILL DISCUSS THE PLAN FOR THE ALL IN SPENDING ONE TIME FUNDING.
AND WE DID SUBMIT A STATE SPENDING PLAN TO REQUEST THESE FUNDS.
AND THAT SPENDING PLAN HAD TO BE APPROVED BY THE STATE PRIOR TO US MOVING FORWARD.
AND THOSE FUNDS WERE CATEGORIZED INTO FOUR DIFFERENT CATEGORIES.
CATEGORY ONE WAS FOR SPECIFICALLY FOR TUTORING AND LEARNING ACCELERATION.
CATEGORY THREE STUDENT ATTENDANCE RECOVERY WAS 10%, AND THEN ANY OTHER EXPENDITURES UNDER OPERATING AND INFRASTRUCTURE SUPPORT NEEDED TO BE IN THAT CATEGORY. FOUR SO FOR OUR SPENDING FLEXIBLE SPENDING PLAN THAT HAS BEEN APPROVED BY THE STATE, WE STARTED REALLY WITH THAT ALL IN TUTORING, WHICH THE GOVERNOR HAS ASKED US TO REALLY FOCUS IN ON GRADE THREE THROUGH EIGHT MATH AND ENGLISH, AS WELL AS THE VIRGINIA LITERACY ACT AND SUPPORTING ATTENDANCE FOR ALL STUDENTS FOR ALL IN TUTORING.
WE HAVE DEVELOPED A PLAN TO SUPPORT STUDENTS AT ALL OF OUR ELEMENTARY SCHOOLS, MORE MIDDLE SCHOOL AND CLEMENTS, AS WELL AS SOME ADDITIONAL SUPPORTS AT THE HIGH SCHOOL TO PROVIDE BEFORE AFTER SCHOOL TUTORING OPTIONS, AS WELL AS SOME DURING THE DAY OPTIONS FOR STUDENTS SO THAT WE CAN REACH ALL STUDENTS THAT ARE ELIGIBLE FOR THE TUTORING.
AND REALLY, OUR GOAL IS TO FULFILL SOME OF THE LEARNING LOSS AND GAPS THAT MAY HAVE TAKEN PLACE OVER THE COURSE OF THE PANDEMIC, AND GO BACK AND MAKE SURE THAT STUDENTS ARE CAUGHT UP TO GRADE LEVEL AND MOVE THEM FORWARD AND ACCELERATE THEM INTO WHERE

THEY NEED TO BE MOVING FORWARD.SO OUR PROCESS FOR LOOKING AT THE TUTORING PLAN IS A LITTLE BIT DIFFERENT FOR EACH AND EVERY SCHOOL, BUT ULTIMATELY, OUR STUDENTS WILL HAVE OPPORTUNITIES IN MULTIPLE TIME PERIODS, LOCATIONS THROUGH SMALL GROUP AND INTENSIVE TUTORING OPPORTUNITIES IN MATH AND ENGLISH.
OUR GOVERNOR AND OUR VIRGINIA DEPARTMENT OF EDUCATION HAS PROVIDED GUIDELINES ON IDENTIFYING STUDENTS THAT ARE AT RISK FOR POSSIBLY NOT CONTINUING TO MAKE THE PROGRESS THAT THEY HAVE MADE IN THE PAST, BUT WE ARE USING THAT AS A GUIDELINE AND REALLY GOING TO OFFER THE TUTORING PROGRAM TO ALL STUDENTS IN NEED, AND WE HAVE THAT INFORMATION AVAILABLE TO FAMILIES.
BUT OUR THE CURRENT PROGRAM IDENTIFIES STUDENTS THAT MAY HAVE A LOWER PROFICIENT SCORE THAN TRADITIONALLY WAS SEEN AS PASSING.
THAT MIGHT BE CONSIDERED AT RISK FOR FUTURE, POSSIBLY NOT PASSING.
SO WE'RE LOOKING TO TUTOR THOSE STUDENTS AS WELL.
OUR PAY RATE FOR TUTORS IS $35 AN HOUR, AND WE ARE PROVIDING THAT FOR ANY TIME THAT TUTORING OCCURS OUTSIDE OF THE WORK HOURS OR REGULARLY SCHEDULED WORKDAY FOR TEACHERS, OR IF THEY ARE DOING THAT DURING THEIR OR INSTEAD OF THEIR PLANNING TIME.
WE ARE ALSO PROVIDING EACH SCHOOL WITH TWO ADDITIONAL BUILDING BASED SUBSTITUTES USING THESE FUNDS, AND PAID TRAINING TIME FOR TUTORS ON SOME NEW SOFTWARE THAT THEY WILL BE RECEIVING.
WE WILL ALSO USE FUNDS TO ENHANCE SUMMER ACADEMIC PROGRAMS AND ENSURE THAT STUDENTS AND STAFF HAVE ENOUGH FUNDS TO BE ASSURED THAT WE CAN BRING IN ENOUGH STUDENTS TO MAKE THAT A VERY ENRICHING PROGRAM OVER THE SUMMER.
AND THEN WE ARE PAYING A $2,000 STIPEND FOR EACH SCHOOL TO HAVE ONE PERSON TO COORDINATE ALL OF THESE PROGRAMS FOR THEIR SCHOOL. AS YOU JUST HEARD ABOUT THE VIRGINIA LITERACY ACT, THERE IS A LOT OF TRAINING, NEW RESOURCES THAT ARE COMING ALONG WITH VLA.
AND SO FOR PART OF THIS, THESE FUNDS, WE HAVE REQUESTED AND SET ASIDE CORE CURRICULAR MATERIALS FUNDING THAT WILL BE ALIGNED TO THE VIRGINIA LITERACY ACT AND THAT WILL SUPPLEMENT THE FUNDING THAT WE HAVE ALREADY IN OUR TEXTBOOK AND MATERIALS FUND, AND ALSO SOME FUNDS FOR SUPPLEMENTAL INTERVENTION MATERIALS, WHICH PREVIOUSLY DID NOT HAVE TO BE APPROVED ON A STATE LIST, BUT NOW WILL HAVE TO BE ALIGNED TO THAT STATE LIST.
SO WE WILL POSSIBLY HAVE TO PURCHASE NEW INTERVENTION MATERIALS FOR OUR SCHOOLS TO HAVE ON HAND.
WE HAVE A SUPPLEMENT, A STIPEND SET ASIDE FOR THEM TO RECEIVE THAT TRAINING OVER THE SUMMER.

SO AS PART OF THE ALL IN PLAN FOR THE ONE TIME EXPENDITURES, BECAUSE WE WERE GIVING A 2% INCREASE TO OUR SUPPORT STAFF, WE DIDN'T WANT TO FORGET OUR TEACHERS. SO WE'RE PROVIDING, WITH THIS FUNDING, A $1,000 FOR EACH OF EACH OF THE EMPLOYEES THAT ARE PAID UNDER THE TEACHERS

SO I'VE ADDED THIS MONTH A NEW A NEW PORTION OF THE REPORT ON THE SCHOOL DIVISION'S CURRENT OBLIGATIONS ON THE COUNTY'S HEALTH FUND. AS YOU MAY RECALL, THE SCHOOLS AND THE COUNTY WERE SHARED A SELF FUNDED HEALTH CARE PLAN UNTIL THE CLAIMS FOR THE PANDEMIC WERE TOO EXTREME, THAT WE DECIDED TO GO FROM A SELF FUNDED PLAN TO A TO A LESS RISKY POOL STATEWIDE POOL.
AND SO AT THE END OF FISCAL YEAR 23, OUR OBLIGATION TO THE COUNTY WAS $116,779.
AS YOU CAN SEE, WE'VE BEEN RECEIVING CREDITS TO THE AMOUNT OF $909,837.
BUT WE WERE ALSO WE ARE STILL RECEIVING SOME CLAIMS, AND THOSE ARE PRIMARILY PRESCRIPTIONS AND ALSO JUST LATE FILING PROVIDERS OR PROVIDERS WHO'VE HAD ISSUES FILING.
